Unable to create "one time charges"

In the ADMIN area - When creating a ADD SERVICE then choosing the PRICE TYPE > ONE TIME CHARGE. After SUBMITTING, ONE TIME CHARGE does not get added, only the RECURRING CHARGE no matter the choice.
